Hala says

A basement taverna on the corner of Sokratous and Theatrou inside the central market, going since 1887, with no sign, no menu, and lunch only. Mitsos brings you whatever's cooking that day in clay pots (revithia, gigantes, anchovies, hand-cut salad). Retsina comes from a barrel in the corner. Cash only, and it closes when the food runs out, usually around 4 p.m.
